Americans to travel farther, spend more in 2012

Shaky economy notwithstanding, Americans intend to travel farther and spend more in 2012, according to a nationwide poll.

Long-haul bookings to Europe, Asia and Australia are up in 2012, comprising 11 of the top 20 destinations for U.S. travelers, compared to nine in 2011, the survey of 640 travel agents showed.

Over 90 percent said their clients will spend the same or more on travel in 2012. The top two international destinations for 2012, based on actual bookings, remain Caribbean cruises and Cancun, Mexico, as they were in the 2011 survey.

Amsterdam, the Netherlands, and Hong Kong, China, missing from the top 20 in 2011, made the list in 2012, and Sydney, Australia, ranked 19th last year just missed making the top 15.

"We are very encouraged to see the rise in popularity of such a diverse group of international destinations," said Roger E. Block, president of Travel Leaders Franchise Group, which conducted the poll.

He said along with the expected list-toppers, such as London and Rome, it was nice to see Americans' interests are diversifying and in large enough numbers to 'bump up' destinations such as Hong Kong and Beijing in Asia, and Amsterdam and Barcelona in Europe.

Asked to pick the top up-and-coming international destinations, over a third of the agents chose Croatia for Europe, and one-half said Vietnam led in Asia. Panama edged out Ecuador and Brazil among destinations within Central/South America.

The luxury travel segment continues to thrive. More than half the leisure travel specialists polled reported upticks in small ship cruising, off-the-beaten path travel and international family travel.

Las Vegas, Nevada, heads up the domestic destinations for 2012 for U.S. travelers, as it did in 2011. Agents cite the lure of gaming and the ease of the getaway for its continued vitality; Orlando, Florida, the home of Disney World, ranked second.

Last-minute leisure travel is down. Eager to lock-in optimum pricing and driven by reduced airline capacity, leisure travelers continue to book further in advance of their travel date.

Domestically, more than 63 percent of leisure travelers booked their flights eight weeks or more in advance of the travel date; internationally, it was 89.5 percent.

Almost 40 percent of the agents reported higher bookings in 2012; 40.8 percent said bookings were even; and 19.7 percent reported lower bookings than in 2011.

Apple to launch completely redesigned iPhone in Fall 2012?

As the dust begins to settle surrounding the unexpected loss of Steve Jobs this October, the rumor mill picks right back up where it left off, this time setting its sights on the next generation iPhone. BGR is rumoring that a close source tells them that a completely redesigned iPhone will make its debut in Fall 2012, falling in step almost a year to the date after the release of the iPhone 4S. While last season?s 4S released with only internal functionality changes, the next generation model is said to boast a completely redesigned exterior as well and will be constructed from a rubber or plastic material that will likely border the phone?s bezel along the front glass screen. Among other anticipated changes, the phone will supposedly take on an iPad-esque aesthetic with a revamped aluminum backing consistent with Apple?s recent affinity for the silver metal. Although this is just the start of what will likely become a year of rumors, controversy and discussion, above is a suggested mockup into the upcoming iPhone.

Netting Pig Profit with Net Energy

The Europeans are eons ahead of U.S. producers in managing the energy portion of a pig's diet.

Defining an ingredient's true energy value requires a system much more rigorous than digestible energy (DE) or metabolizable energy (ME),? says John Patience, president and CEO of Prairie Swine Centre, Inc., a non-profit research and technology center affiliated with the University of Saskatchewan in Saskatoon. ?Without question, net energy (NE) places a more accurate relative value on ingredients.?

European producers have been using net energy in ration formulation for decades. Since many of them utilize imported feedstuffs, they focus on feed costs, which explains the more rapid adoption of a NE system, Patience told participants of the recent Minnesota Nutrition Conference. ?Without doubt, the net energy system is superior for this purpose. In North America, the focus tends to be on performance.?

Patience admits net energy formulation offers less advantage over DE or ME when simple diets are fed. And that means there is little incentive to adopt NE for corn and soybean meal-based rations.

But the industry is changing, he contends. Increased use of synthetic amino acids and the resulting lowering of dietary crude protein and increased use of by-product feeds, such as distiller's grains and fat, are prompting reviews of the most appropriate energy system to use.

In western Canada, even conventional diets are based on wheat, barley, field peas, canola meal and soybean meal, with substantial use of synthetic amino acids. With these complex diets, the NE system comes into its own and offers substantial benefits to the producer, states Patience.

Areas feeding complex diets can benefit by a minimum of $2/pig sold, he says. U.S. producers feeding less complex diets could benefit by at least $1/pig by using NE systems.

The long-term benefit of $2/pig is less at the present time due to the low cost of feed and a relatively narrow range in price between cereal grains and protein sources, notes Patience. However, the current pricing of ingredients is not reflective of the 10-year average.

Three Energy Systems

Of the three energy systems, DE is the simplest.

Metabolizable energy is about 96% of DE in typical commercial diets used in North America ? the difference being urinary and gaseous energy losses.

Net energy is defined as ME, less the heat increment associated with the use of ME for maintenance and productive purposes. Fundamentally, NE is estimated by summing fasting heat production plus retained energy.

Variation in any of the components related to maintenance, digestion, growth, lactation, or reproduction brings into play a fluctuation in performance that will not be predicted by either DE or ME, says Patience. The NE system was developed to address this issue. Digestible energy and ME ignore a critical aspect of energy utilization in the pig. As such, the relative value of ingredients rich in protein and/or fiber will be overestimated, while those rich in fat, or low in protein and fiber, will be under estimated (Table 1).

The feed ingredients commonly used by the pork industry vary much more in energy content than most of us wish to admit, continues Patience. The challenge is in finding a solution to this problem. Bushel weight, the ubiquitous trading standard in the grains industry, must be discarded. Other than for extreme highs and lows, bushel weight is a poor indicator of actual value to the pig.

In a study at the Prairie Swine Centre, ingredient variability was compared using formulated DE vs. determined DE. ?It clearly showed that we tend to overestimate energy in weanling diets, but do not achieve the level of precision in growing and finishing diet formulation we would like. If we have difficulty estimating DE of ingredients, we will have no greater precision in this regard with NE, since digestibility of dietary components is integral to the NE system,? explains Patience.

Animal Factors Play Bigger Role

?Perhaps the biggest challenge of all is that NE will force us to understand composition of pig gain,? continues Patience. ?An increased focus on carcass and meat quality will drive adoption. The NE system does a better job of describing the amount of energy available to the pig for maintenance and for lean gain and for fat gain. Commercial nutritionists rarely know the composition of gain of their pigs, so adjustments in energy supply are difficult. This is changing, however, as we develop an increased understanding of commercial genotypes.?

Unlike the research community in Europe, few laboratories in North America are conducting research on energy metabolism in the pig. That will further delay adoption of NE on this side of the Atlantic.

Prairie Swine Centre does not have its own NE values, so they use Dutch and French numbers, at least for the time being, explains Patience. There are differences between the Dutch (CVB) NE system and the French (INRA) NE system, but differences are modest (see Table 2). The most troublesome disagreement between the two is in estimated NE value of fat sources.

The Centre is evaluating adoption of the European NE systems under North American conditions by collaborating with the University of Illinois, South Dakota State University, the University of Missouri and Iowa State University on developing new initiatives focusing on energy metabolism in the pig.

?I suspect we can plug in their values,? Patience assures. ?Nutritionists might also consider shadow formulation. Enter NE values for all ingredients into the feed formulation matrix, excluding specific individual diets. An ME or DE system is still used as the basis for formulation, but resulting NE values of the diets are concurrently watched to see how they move in relation to each reformulation process. This use of NE in the ?background? is continued until the nutritionist feels comfortable and familiar with NE before making the switch.?

Minnesota swine nutritionist Gregg Sample agrees that NE is more accurate than the ME system most use, but there's little reason to switch when corn and soybean meal are cheap.

That could change, however, he says. Sample does the nutrition work for Next Generation Pork, a LeRoy, MN, operation that markets over 100,000 pigs annually. According to Sample, ?if you believe the forecasters, the landscape surrounding the world supply and demand of our commodities is changing. As more co-products like DDGS (distiller's dried grain with solubles) become available, the industry may endorse the net energy concept out of necessity. The environmental drive to reduce nitrogen and phosphorus excretion also favors the use of NE.?

In Canada, the NE system is being used with increasing frequency, but like the United States, most pigs are still fed diets based on DE or ME, says Patience. ?But I've never seen a downside to switching from ME to NE, and given the financial advantage, we believe the trend will continue.?

Danish System Revised

The Danes recently revised their energy evaluation system. It is based on their well-known feed units (FU) system, which is now going to be based on the physiological energy value of an ingredient, says John Patience, president and CEO of Prairie Swine Centre, Inc., Saskatoon, Saskatchewan.

In this respect, the Danes have rejected the net energy system and any system based on bomb calorimetry. The new system, first introduced in 2002, now has separate energy values for gestating sows, as distinct from lactating sows, and growing pigs.

The new system has increased the energy value of barley, wheat and oats, but lowered the energy value of soybean meal, fishmeal and rapeseed meal, as compared to the previous Danish energy system, explains Patience. This means the new Danish system has had the same impact as net energy; or, in other words, it has decreased the relative value of protein sources and increased the relative value of low-protein ingredients.

Obama welcomes home troops from Iraq (AP)

WASHINGTON ? President Barack Obama is welcoming home troops who served in Iraq, saying that their service offers a lesson about the nation's character.

"There's a reason our military is the most respected institution in America," Obama said Saturday in his weekly radio and Internet address. "They don't see themselves or each other as Democrats first or Republicans first. They see themselves as Americans first.

"For all our differences and disagreements, they remind us that we are all a part of something bigger, that we are one nation and one people."

Obama marked the end of the Iraq war earlier in the week, meeting with Iraqi Prime Minister Nouri al-Maliki in advance of the last American troops leaving Iraq by Dec. 31. The withdrawal caps a war in which nearly 4,500 Americans were killed, about 32,000 were wounded and hundreds of billions of dollars were spent.

"Our troops are now preparing to make their final march across the border and out of the country," Obama said. "Iraq's future will be in the hands of its own people."

The president met with troops at Fort Bragg, N.C., on Wednesday to discuss the end of the war and to honor the military's sacrifice. Obama opposed the war as a state lawmaker and then made ending the war in Iraq a key part of his 2008 presidential campaign.

Obama said the nation needs to enlist soldiers returning home in the rebuilding of the nation's economy, noting that his grandfather's generation returned home from World War II "to form the backbone of the largest middle class in history."

"This is a moment for us to build a country that lives up to the ideals that so many of our bravest Americans have fought and even died for," Obama said. "That is our highest obligation as citizens. That is the welcome home that our troops deserve."

Republicans said in their weekly address that soldiers returning home are most concerned about finding a good job and cited the 1,700-mile Keystone XL oil pipeline as an example of a project that could put people back to work.

Republicans have pushed for a swift decision on the pipeline proposed from Canada to Texas. Obama recently announced he was postponing a decision on the pipeline until after the 2012 elections to allow for more time to study the environmental ramifications of the proposal. An agreement reached by Senate leaders Friday night on a two-month extension of a Social Security payroll tax cut and jobless benefits would require Obama to decide within 60 days whether to grant a permit for the pipeline.

The pipeline would carry oil from western Canada to Texas Gulf Coast refineries, passing through Montana, South Dakota, Nebraska, Kansas and Oklahoma. The project is expected to create up to 20,000 jobs.

Sen. John Barrasso, R-Wyo., said the project would transport 700,000 barrels of oil a day from Canada and the "steady source of energy from our friend and ally here would make us less dependent on energy from the volatile Middle East ? and that is good for America."

Environmentalists have opposed the project but some unions have supported the plan, complicating Obama's decision.

OMAHA, Neb. (AP) ? The young father stood in line at the Kmart layaway counter, wearing dirty clothes and worn-out boots. With him were three small children.

He asked to pay something on his bill because he knew he wouldn't be able to afford it all before Christmas. Then a mysterious woman stepped up to the counter.

"She told him, 'No, I'm paying for it,'" recalled Edna Deppe, assistant manager at the store in Indianapolis. "He just stood there and looked at her and then looked at me and asked if it was a joke. I told him it wasn't, and that she was going to pay for him. And he just busted out in tears."

At Kmart stores across the country, Santa is getting some help: Anonymous donors are paying off strangers' layaway accounts, buying the Christmas gifts other families couldn't afford, especially toys and children's clothes set aside by impoverished parents.

Before she left the store Tuesday evening, the Indianapolis woman in her mid-40s had paid the layaway orders for as many as 50 people. On the way out, she handed out $50 bills and paid for two carts of toys for a woman in line at the cash register.

"She was doing it in the memory of her husband who had just died, and she said she wasn't going to be able to spend it and wanted to make people happy with it," Deppe said. The woman did not identify herself and only asked people to "remember Ben," an apparent reference to her husband.

Deppe, who said she's worked in retail for 40 years, had never seen anything like it.

"It was like an angel fell out of the sky and appeared in our store," she said.

Most of the donors have done their giving secretly.

Dona Bremser, an Omaha nurse, was at work when a Kmart employee called to tell her that someone had paid off the $70 balance of her layaway account, which held nearly $200 in toys for her 4-year-old son.

"I was speechless," Bremser said. "It made me believe in Christmas again."

Dozens of other customers have received similar calls in Nebraska, Michigan, Iowa, Indiana and Montana.

The benefactors generally ask to help families who are squirreling away items for young children. They often pay a portion of the balance, usually all but a few dollars or cents so the layaway order stays in the store's system.

The phenomenon seems to have begun in Michigan before spreading, Kmart executives said.

"It is honestly being driven by people wanting to do a good deed at this time of the year," said Salima Yala, Kmart's division vice president for layaway.

The good Samaritans seem to be visiting mainly Kmart stores, though a Wal-Mart spokesman said a few of his stores in Joplin, Mo., and Chicago have also seen some layaway accounts paid off.

Kmart representatives say they did nothing to instigate the secret Santas or spread word of the generosity. But it's happening as the company struggles to compete with chains such as Wal-Mart and Target.

Kmart may be the focus of layaway generosity, Yala said, because it is one of the few large discount stores that has offered layaway year-round for about four decades. Under the program, customers can make purchases but let the store hold onto their merchandise as they pay it off slowly over several weeks.

The sad memories of layaways lost prompted at least one good Samaritan to pay off the accounts of five people at an Omaha Kmart, said Karl Graff, the store's assistant manager.

"She told me that when she was younger, her mom used to set up things on layaway at Kmart, but they rarely were able to pay them off because they just didn't have the money for it," Graff said.

He called a woman who had been helped, "and she broke down in tears on the phone with me. She wasn't sure she was going to be able to pay off their layaway and was afraid their kids weren't going to have anything for Christmas."

"You know, 50 bucks may not sound like a lot, but I tell you what, at the right time, it may as well be a million dollars for some people," Graff said.

Graff's store alone has seen about a dozen layaway accounts paid off in the last 10 days, with the donors paying $50 to $250 on each account.

"To be honest, in retail, it's easy to get cynical about the holidays, because you're kind of grinding it out when everybody else is having family time," Graff said. "It's really encouraging to see this side of Christmas again."

Lori Stearnes of Omaha also benefited from the generosity of a stranger who paid all but $58 of her $250 layaway bill for toys for her four youngest grandchildren.

Stearnes said she and her husband live paycheck to paycheck, but she plans to use the money she was saving for the toys to help pay for someone else's layaway.

In Missoula, Mont., a man spent more than $1,200 to pay down the balances of six customers whose layaway orders were about to be returned to a Kmart store's inventory because of late payments.

Store employees reached one beneficiary on her cellphone at Seattle Children's Hospital, where her son was being treated for an undisclosed illness.

"She was yelling at the nurses, 'We're going to have Christmas after all!'" store manager Josine Murrin said.

A Kmart in Plainfield Township, Mich., called Roberta Carter last week to let her know a man had paid all but 40 cents of her $60 layaway.

Carter, a mother of eight from Grand Rapids, Mich., said she cried upon hearing the news. She and her family have been struggling as she seeks a full-time job.

"My kids will have clothes for Christmas," she said.

Angie Torres, a stay-at-home mother of four children under the age of 8, was in the Indianapolis Kmart on Tuesday to make a payment on her layaway bill when she learned the woman next to her was paying off her account.

"I started to cry. I couldn't believe it," said Torres, who doubted she would have been able to pay off the balance. "I was in disbelief. I hugged her and gave her a kiss."

INDIANAPOLIS Physicians can use medical records to track the quality of cancer care and determine whether their patients are receiving the right treatments at the right time. Yet the patient is the only one who ultimately can evaluate the quality of his or her experience while receiving treatment.

In "Quality Measurement and System Change of Cancer Care Delivery," published in the Regenstrief Conference supplement to the December 2011 issue of the journal Medical Care, investigators from the Regenstrief Institute and the Indiana University School of Medicine explore current cancer care quality measurement and discuss new ways to empower patients and promote system transformation to improve quality of care.

Cancer is the second leading cause of death after cardiovascular disease in the United States. However, the federal government and health care quality organizations have fewer reporting requirements for quality of cancer care than for treatment of many other diseases.

"As physicians consider treatment options for prostate, lung, breast and other cancers, they and the health care systems where they practice need to develop better tools to assess and measure the individual patient's values and preferences," said Regenstrief Institute Investigator David A. Haggstrom, M.D., a research scientist with the Center of Excellence on Implementing Evidence-Based Practice, Department of Veterans Affairs, Veterans Health Administration, Health Services Research and Development Service in Indianapolis. He is an assistant professor of medicine at the IU School of Medicine and a member of the Indiana University Melvin and Bren Simon Cancer Center.

Dr. Haggstrom says that quality medical care cannot subscribe to the one-size-fits-all theory. Questions must be asked, he says, to determine what cancer care is most appropriate for each individual. Does the patient want to be heavily involved in his medical decisions or would he prefer not to be overloaded by information? Does the patient want aggressive treatment from her medical team or does she prefer more conservative approaches?

"We have developed a roadmap which we believe provides a pathway to improve quality measurement and enhance consumer empowerment, thus improving delivery of cancer care," Dr. Haggstrom said. "We propose important approaches that may change how we measure care for cancer patients, tackling such issues as racial disparities, wasteful overuse and patient-centeredness. We also propose applying new models of care to the problems of cancer, including accountable care to better coordinate the care delivered across multiple health care settings, as well as personal health records to deliver and collect medical information to and from patients. These new approaches may well positively disrupt how physicians and patients approach cancer care delivery."

Haggstrom, M.D., a research scientist with the Center of Excellence on Implementing Evidence-Based Practice, Department of Veterans Affairs, Veterans Health Administration, Health Services Research and Development Service in Indianapolis. He is an assistant professor of medicine at the IU School of Medicine and a member of the Indiana University Melvin and Bren Simon Cancer Center.

Dr. Haggstrom says that quality medical care cannot subscribe to the one-size-fits-all theory. Questions must be asked, he says, to determine what cancer care is most appropriate for each individual. Does the patient want to be heavily involved in his medical decisions or would he prefer not to be overloaded by information? Does the patient want aggressive treatment from her medical team or does she prefer more conservative approaches?

"We have developed a roadmap which we believe provides a pathway to improve quality measurement and enhance consumer empowerment, thus improving delivery of cancer care," Dr. Haggstrom said. "We propose important approaches that may change how we measure care for cancer patients, tackling such issues as racial disparities, wasteful overuse and patient-centeredness. We also propose applying new models of care to the problems of cancer, including accountable care to better coordinate the care delivered across multiple health care settings, as well as personal health records to deliver and collect medical information to and from patients. These new approaches may well positively disrupt how physicians and patients approach cancer care delivery."

Lindsay Lohan back to court for probation update (AP)

LOS ANGELES ? Lindsay Lohan is due in court Wednesday to give a judge her first progress update under strict new probation requirements intended to keep close tabs on the troubled actress.

Lohan has been reporting regularly for work at the Los Angeles County morgue since being repeatedly threatened with a long jail sentence if she failed to complete the terms of her probation, which include community service and counseling sessions.

The hearing is without the usual drama that precedes Lohan's recent court appearances, which have focused on the actress' shortcomings by missing court-ordered therapy sessions and getting booted from a community service assignment at a women's shelter. The "Mean Girls" star spent less than five hours at a jail last month as part of a 30-day sentence imposed by Judge Stephanie Sautner for Lohan's continued misbehavior.

The judge is requiring the starlet to report on her progress monthly and it appears Lohan has been successful in meeting the goals of Wednesday's hearing.

"She's been doing fine," Deputy Chief Coroner Ed Winter said Tuesday, saying the actress has been showing up, working and leaving without incident.

He said he did not know how many hours Lohan had completed.

Her spokesman, Steve Honig, said Lohan has met or exceeded the terms of her probation imposed by Sautner last month.

"She's working very diligently to keep up her days so she can finish up with probation," he said.

Lohan remains on probation for a 2007 drunken driving case and a misdemeanor grand theft case filed after she took a $2,500 necklace without permission.

She has consistently struggled with the terms of her various sentences, which have included jail terms, rehab, community service and counseling.

Her appearance Wednesday comes days before a Playboy issue featuring Lohan in a mostly-nude pictorial hits newsstands. The magazine was forced to release the issue online early after photos of the Marilyn Monroe-inspired spread leaked out online.

Samsung's twist on the traditional model brings optical media into the equation, however, with a CD/DVD burner enabling music and movie playback, along with remote file archival. You'll need to wait until late January (or perhaps early February) before introducing Samsung's shiny streamer to your wired or wireless network, but we got an early look at the new DLNA-enabled gadget today.

If you've used an external DVD burner made in the last decade, you're already familiar with the form-factor employed here -- there's a slim disk tray up front, with full-size and mini USB connectors, Ethernet and a DC input on the rear. This is strictly a streaming device, so there's no HDMI or other AV connectivity -- you'll need to use an Android, iOS or smart TV app, along with Samsung AllShare or an FTP client to access content. We tried steaming 720p video and a few photos using the Android app and the AllShare application included with most recent Samsung devices, and everything worked as expected, with content loading quickly without any hiccups.

You can access files on a connected HDD or USB flash drive remotely from the built-in FTP server, but you'll need to use Samsung's apps to stream DVDs and music CDs from that built-in optical drive, or to burn smartphone pics or other remote files to a blank disc. You can view content directly on your smartphone or tablet, or on a connected TV, using the former device to control playback. The hub also serves as an internet bridge, so you won't lose web access when connected directly over WiFi. There's nothing groundbreaking here, unless the absence of an optical drive has been keeping you from adding such a device to your collection, but jump past the break to see it in action.

Microsoft, Hitachi announce joint venture in Fargo (AP)

FARGO, N.D. ? Microsoft Corp. is joining forces with Hitachi Consulting to help develop new software for Microsoft's business group in Fargo.

The agreement announced Monday would establish a technical development center in Fargo. Plans call for the business to start out at the Microsoft campus and eventually move into a new facility.

Hitachi Consulting spokesman Mike Gillis expects the new venture to employ about 20 people in the first six months, but says it has potential to hire more than 1,500 people.

Hitachi Consulting is a global management consulting and technology services company with operations in North America, Europe, the Middle East and Asia.

About 1,700 people work for Microsoft's Fargo operation.

ECB president hints at more support for euro (AP)

BRUSSELS ? More than ever before, the European Central Bank seems willing to consider bolder action to address the continent's financial crisis.

A month ago, at his first news conference as ECB President, Mario Draghi said it was "pointless" for European governments to expect the bank to rescue them through massive bond purchases. That had been the same stance as his predecessor, Jean-Claude Trichet. But on Thursday, Draghi hinted that such expectations might not be futile after all.

Draghi opened the door to further ECB intervention ever so slightly in a speech to the European Parliament. He said the bank is prepared to play a bigger, yet limited role in the resolution of Europe's debt crisis ? but only after the 17 countries that use the euro tether their economies more tightly.

Confirmation that such a plan is afoot came later Thursday in a speech by French President Nicolas Sarkozy. He said he and German Chancellor Angela Merkel will met Monday in Paris and unveil their proposals for European treaty changes aimed at preventing a catastrophic breakup of Europe's 17-nation currency union.

Speculation is mounting that EU leaders will align their spending policies more closely to bring government debt levels under control in the future. This must happen, Draghi said Thursday, before the ECB or other institutions could take more aggressive steps to help prevent the continent's current debt overload from ripping apart the euro and the global financial system.

"Other elements might follow, but the sequencing matters," Draghi said. "And it is first and foremost important to get a commonly shared fiscal compact right."

Draghi gave the speech after delivering the bank's 2010 annual report to the European Parliament, a body of elected representatives to which the ECB is accountable.

Analysts' decoding Draghi's message ? which was delivered in typically vague central bank speak ? sensed an opening they hadn't heard before.

"Draghi seems to suggest that if a fiscal compact does get approval and looks credible, then the ECB can shift gears and become more interventionist," said Neil MacKinnon, global macro strategist at VTB Capital.

Laura Veldkamp, an economics professor at New York University, said: "I would say this is a big change. Traditionally, the ECB has seen its only objective as maintaining a stable, low rate of inflation. The very idea that he's (considering) doing something to stabilize bond markets ... is a big change."

Still, Draghi's comments were laced with enough caveats to temper the euphoria that swept across financial markets Wednesday, when the ECB, the Federal Reserve and four other central banks took decisive action to make it cheaper for commercial banks to borrow dollars.

The ECB cannot lend directly to governments, including by buying their national bonds. It can, however, buy national bonds on the secondary market, lowering borrowing costs for governments. The ECB has committed just over euro200 billion ($268 billion) to such purchases, but it has resisted going further because it believes that would take the pressure off politicians to cut spending.

Draghi said such interventions "can only be limited" and said it is up to governments to first put their finances in order to convince bond markets that they are creditworthy borrowers.

"Governments must ? individually and collectively ? restore their credibility vis-a-vis financial markets," said Draghi, who only replaced Jean-Claude Trichet as ECB head a month ago.

Three relatively-small countries ? Greece, Ireland and Portugal ? had to be bailed out because of unsustainable debt levels, and Italy, the eurozone's third-largest economy, is facing intense strains as its borrowing costs surge. The big worry in the markets now is that Italy, with its debt mountain of euro1.9 trillion ($2.55 trillion) is just too big to bail out under current rules.

A summit of EU leaders on Dec. 9 is expected to focus on how to make the eurozone more unified. Analysts say the eurozone has little choice but to back proposals for much closer coordination of their spending and budget policies.

Sarkozy and Merkel will lay out their proposals for reforming the Maastricht Treaty governing Europe's common currency on Monday. In a speech to his conservative party's sympathizers in the southern port city of Toulon, Sarkozy said treaty change is necessary to protect the eurozone from splitting apart.

"France will push with Germany for a new European treaty refounding and rethinking the organization of Europe," Sarkozy said. But such changes would have to be approved by all 27 EU members, 10 of whom don't use the euro currency, and Sarkozy acknowledged that process "will be long and difficult."

The hope is that a closer alignment of budget policies will convince markets that countries as disparate as Greece, Germany, Spain and Finland, can coexist in the same currency zone.

Speeches over the coming couple of days from Sarkozy and Merkel will be closely monitored to see how their thinking is developing in the run-up to next week's make-or-break summit.

Since the euro was established in 1999, the rules governing the eurozone have been fairly lax. A commitment for countries to keep their budget deficits in check was violated on numerous occasions, including by Germany, Europe's biggest economy.

Draghi said the joint intervention by the six major central banks was only a temporary measure. Still, the move was wildly cheered in the markets on Wednesday, with the Dow Jones industrial average rising nearly 500 points.

On Thursday, the Stoxx 50 index of leading European shares closed 0.5 percent lower though there were encouraging signals in the bond markets, where the borrowing rates of France, Italy and Spain all fell amid hopes of an imminent resolution.

France and Spain survived a test of investor sentiment Thursday, selling all the bonds they offered at rates lower than feared.

Still, the eurozone economy shows all the signs of returning to recession.

A survey of the eurozone's manufacturing sector by the financial information company Markit showed that output fell in November for the fourth month in a row, and at a deeper pace. Also on Thursday, credit rating agency Standard & Poor's warned that a mild recession has a 60 percent probability while a more severe one has a 40 percent likelihood.

"Europe's approaching recession first took hold in Spain, Portugal, and Greece, and the economic woes are now spilling over into the eurozone's core of France and Germany," Standard & Poor's chief Europe economist Jean-Michel Six said.

Wednesday's coordinated action by central banks will reduce borrowing costs for banks, but it does little to solve the underlying problem of mountains of government debt in Europe, leaving markets still waiting for a permanent fix.

In theory, the ECB has unlimited financial firepower through its ability to print money. However, Germany's leaders find the idea of the ECB intervening in this way unappealing, arguing that it lets the more profligate countries off the hook for their bad practices. In addition, it conjures up bad memories of hyperinflation in Germany in the 1920s.

Veldkamp, the NYU economist, said the preconditions Draghi laid out to any further ECB action allowed him to address two audiences: bond traders worried about a financial meltdown; and Germans and other Europeans who worry that overly aggressive ECB policy will trigger inflation.

One option that appears to be gaining traction would be to have the ECB provide the International Monetary Fund with more resources so it can then lend that money to countries that need financial help.

"Draghi didn't rule out the ECB providing funds to the IMF to provide to Italy, but he's equally making it very clear that the ultimate solution lies with the governments," said Simon Derrick, a senior analyst at the Bank of New York Mellon.

Ex-Wis. Gov. Thompson launches GOP bid for Senate (AP)

MADISON, Wis. ? The toughest opponent Tommy Thompson may have to overcome in next year's U.S. Senate race is Tommy Thompson himself.

The former Wisconsin governor and U.S. Cabinet secretary was set to formally launch his Senate bid with a rally Thursday, 13 years since he last appeared on a ballot.

Early in the campaign, Thompson has been criticized by Democrats and Republicans alike about his shifting position on President Barack Obama's health care reform law. And conservatives in his party say his record as governor and as President George W. Bush's first health and human services secretary was far too moderate.

"The world has changed since he was elected to office," said Chris Chocola, president of the conservative Club for Growth, which has endorsed one of his opponents, former U.S. Rep. Mark Neumann. "Now we're talking about how much less we'll spend rather than how much more we'll spend."

The growth in state spending and the size of government during his 14 years as governor are being cast as a liability by Thompson's rivals, and his consensus-building approach to politics seems almost quaint in the current bitterly partisan political environment.

But Thompson has some things the two more conservative GOP candidates in the race don't: More than 40 years in public life, unparalleled name recognition, and a vast reservoir of good will.

"It's going to be a very bloody, divisive primary where most of the fire is focused on Thompson and his big spending record and flip flopping on issues," said Matt Canter, a spokesman for the Democratic Senatorial Campaign Committee.

The seat, which has been in Democratic hands since 1957, is opening due to Herb Kohl's retirement. A victory in Wisconsin would be a major pickup for Republicans looking to regain control of the Senate.

One of those challenging Thompson is Jeff Fitzgerald, the conservative speaker of the Wisconsin state Assembly, who helped shepherd through the Legislature Gov. Scott Walker's proposal attacking union rights. The other is Neumann, who also has support from U.S. Sen. Jim DeMint, a South Carolina Republican who is a favorite among tea party conservatives.

The only Democrat running is U.S. Rep. Tammy Baldwin, a liberal from Madison.

Fitzgerald said his recent record delivering on the conservative agenda sets him apart from Thompson and Neumann.

"I'm kind of the outside guy, the dark horse," Fitzgerald said. "I have the clear cut message that I just delivered on these promises."

Fitzgerald said Thompson's former statements in support of health care reform are a liability.

"I think he's got a problem with that with our base," Fitzgerald said.

Neumann said repealing Obama's health care reform package is one of the top issues with conservative voters and his call for repealing it has been the most consistent message from Republican candidates.

Thompson said in an interview Thursday that his opponents are purposefully misrepresenting his position on health care reform.

He defended his conservative credentials, including opposition to Obama's health care law, and said he has a proven record over 14 years as governor of creating jobs, implementing welfare reform and starting school choice programs.

Thompson said he was "by far the best candidate who understands health care to draft and replace Obamacare with something that will actually work."

His position on Obama's health care reform law is the biggest issue Thompson's had to deal with in the nascent campaign, and one that could be pivotal as he tries to survive a Republican primary.

Thompson initially spoke favorably of the need for health care reform, and worked on an early version of the bill, while also raising concerns about some parts of Obama's proposal, including the mandate forcing people to buy health insurance. As it was working its way through Congress, Thompson called Obama's proposal "another important step" toward achieving health care reform.

Just hours before Thompson's event Thursday, Club for Growth circulated computer screen shots showing Thompson as recently as 2010 was a board member for a coalition called America's Agenda, which included labor unions and others that advocated passage of Obama's health care reform law.

Thompson said his opponents are "trying to say because I was trying to build a coalition of bipartisan people on health care ... that I was for Obamacare, which is absolutely a leap of faith. I never supported Obamacare, I never have."

Thompson reiterated that he was committed to repealing the Obama health care reforms.

Thompson was the strongest Republican advocate for the law at the time it was being debated, said Canter with the Democratic Senatorial Campaign Committee. Obama himself even mentioned Thompson in 2009 as a supporter of health care reform, even though most congressional Republicans oppose it.

By now arguing for repeal, Thompson is "catering to what's in his best political interests," Canter said.

Thompson is facing a problem common to candidates who run for election after long absences from office, said Jack Pitney, a political science professor at Claremont McKenna College. Often the issues of the day and the focus of a party's agenda shift if there's a long gap between runs, he said.

"In the 1990s this country was in a time of great prosperity, and at least the federal budget was in surplus," he said. "It's a completely different situation now."

Thompson, who was first elected to the state Assembly in 1966 and was elected governor four times starting in 1986, has cultivated a base of supporters unlikely to leave him, while Fitzgerald and Neumann are fighting over largely the same pool of more conservative voters, said University of Wisconsin political science professor Charles Franklin.

"That divides the more conservative wing of the party which is probably to Thompson's benefit in a three-way race," Franklin said. "Anything he does to divide the competition is probably good."

Senate defeats competing payroll tax cut bills (Reuters)

WASHINGTON (Reuters) ? The Senate on Thursday defeated competing payroll tax cut extension plans by Democrats and Republicans, clearing the way for negotiations on compromise legislation that could boost the economy next year.

In late-night votes, the Senate, as expected, defeated a Democratic plan that would have extended and expanded the payroll tax cut that is scheduled to expire on December 31.

Republicans particularly objected to a new tax on the wealthy to cover the $110 billion in projected lost revenues from continuing the temporary tax cut.

Following the votes, President Barack Obama said in a statement, "It makes absolutely no sense to raise taxes on the middle class at a time when so many are still trying to get back on their feet." He urged Congress to come to a deal to extend the payroll tax cuts.

The White House, investment banks and some economists have warned in recent days that U.S. economic growth could suffer in 2012 if the tax cut for workers is allowed to expire.

After the Democratic legislation was defeated, the Senate promptly killed an alternative Republican plan. It too would have extended the tax cut for a year. But it did not embrace the Democrats' proposal to reduce the worker tax even further and to also cut an employer-paid payroll tax.

Republican ambivalence toward any extension of the payroll tax cut was evident in the Senate as a majority of the party's 47 senators voted against the Republican plan.

The tax revenues are used to fund the Social Security retirement program. But Obama and his fellow Democrats have pushed the tax cut as a way of putting more cash into workers' hands amid a sluggish economy.

The drive to extend the temporary payroll tax cut that workers have had since the beginning of this year got a boost on Thursday when the top Republican in Congress agreed that it would help the economy. In so doing, House of Representatives Speaker John Boehner put himself at odds with some members of his party who are skeptical of its benefits.

FEELING THE HEAT?

Minutes after declaring "I'm not an economist. I don't know what kind of impact it's going to have," Boehner said renewal of the tax cut would be economically beneficial.

"I don't think there is any question that the payroll tax relief, in fact, helps the economy, in allowing more Americans ... to keep more of their money," Boehner said when pressed by reporters.

Boehner's comments, quickly welcomed by the White House, were in sharp contrast to what members of his party were saying just days ago.

Many Republican lawmakers are skeptical that extending the tax cut beyond this year will help job creation and say it will have only a temporary effect on the economy.

Until earlier this week, Republican leaders had been lukewarm to extending the payroll tax cut, but they have come under political pressure to do so in advance of the 2012 presidential and congressional elections.

"Republicans have finally felt the heat of doing something about the payroll tax cut," said House Democratic Leader Nancy Pelosi.

Boehner said his party was sticking to its demand that the tax cut be paid for and not add to the country's $15 trillion debt.

While the Senate Democratic plan defeated on Thursday would have paid for the tax cut, Republicans objected, saying that doing so with a tax on income over $1 million annually would hurt business owners who generate jobs.

The defeated Senate Republican plan covered the cost of extending the tax cut largely by continuing a pay freeze for federal workers through 2015 and gradually reducing the federal workforce by 10 percent.

Without congressional action by December 31, the payroll tax that workers pay would revert to 6.2 percent, up from the current, 4.2 percent tax. On average, it would cost American families about $1,000 a year.

A compromise bill likely would incorporate some Republican ideas for offsetting the revenue losses. For their part, Democrats might seek to include an extension of unemployment benefits that will begin to expire early next year, as well as a temporary patch for an upcoming problem with Medicare doctor payments.

Any compromise that passes the Senate also would have to be approved by the House.
